2025 Federal Provincial Territorial Radiation Protection Committee (FPTRPC) Meeting Summary

The Federal Provincial Territorial Radiation Protection Committee (FPTRPC) aims to advance the development and harmonization of practices and standards for radiation protection within federal, provincial, and territorial jurisdictions, and to communicate these to the people of Canada. This supports the shared responsibility of federal and provincial/territorial governments to keep Canadians safe from unnecessary radiation exposure.
The committee includes representatives from
- Health Canada (Environmental and Radiation Health Sciences Directorate);
- Canadian Nuclear Safety Commission (CNSC), Directorate of Environmental and Radiation Protection and Assessment; and
- various ministries in the provinces and territories.
The Department of National Defence also takes part, and Employment and Social Development Canada’s Labour Program acts as an observer.
The committee meets every year to allow radiation protection regulatory officials from across Canada to share information, discuss challenges, and recommend courses of action.

2025 Annual Meeting
The latest annual FPTRPC meeting was hosted virtually on October 27 to 30, 2025. In addition, a collaborative learning session took place on February 17, 2026.
Provincial and territorial members in attendance presented and discussed information relating to committee-identified areas of interest. This supported a better understanding of regional differences and facilitated the sharing of best practices on nationwide issues.
Topics included:
- Ultraviolet-C (UV-C) emitting devices intended for germicidal applications
- Airborne ultrasound devices
- Tanning equipment/wellness products that include ultraviolet radiation
- Investigation of incident reports
- Implementation of laser product regulations
- Dental cone beam computed tomography (CBCT)
- C-arm imaging devices
Health Canada presented on:
- International radiofrequency electromagnetic field (RF-EMF) activities and Health Canada research
- Laser regulations
- Surveillance of hazards from UV-C emitting devices
- Approach for reviewing and updating safety codes
- Recent activities of The United Nations Scientific Committee on the Effects of Atomic Radiation (UNSCEAR)
- National Radon Program updates
- Updates from the Radiation Health Assessment Division (RHAD)
Natural Resources Canada presented on:
- National Non-Destructive Testing Certification Body (NDTCB)
- X-ray fluorescence (XRF)
- Police and security radiography
- During the annual business meeting, members received reports from working groups, appointed a new vice provincial/territorial chair, and shared jurisdictional updates.
The executive members for 2026/2027 are:
- Federal co-chair – Narine Martel, Health Canada
- Federal co-chair – Caroline Purvis, Canadian Nuclear Safety Commission
- Alternate federal co-chair – Keith Henderson, Health Canada
- Provincial/territorial co-chair – Madelaine Fedorowich, Ontario Ministry of Labour, Immigration, Training, and Skills Development
- Provincial/territorial vice co-chair – Bryan McIntosh, CancerCare Manitoba
Collaborative Learning Session
A collaborative learning session was held on February 17, 2026, facilitated by Health Canada. Jurisdictions shared their approaches to inspecting facilities with dentomaxillofacial CBCT equipment. This provided provincial and territorial regulators, as well as other attendees, with a better understanding of these practices across Canada.
